Change a registered facility

If it is necessary to adjust a registered facility, for example because a mistake was made during the entry, remove the facility first and then re-enter it. This is important for linking the facility to test registrations that have already been completed. The trigger for this only occurs when the provision is recorded, not when the provision is changed.
